A commodity unlike any other
- Most agricultural ingredients trade on open markets where price, quality, and availability move with every harvest. Québec maple syrup does not. Since 1990, it has been marketed collectively under a producer-approved Joint Plan, supervised by Québec's agricultural marketing board (RMAAQ). Today the system covers more than 13,500 producers across some 8,400 maple enterprises.
- The rule that matters to industrial buyers is simple: every drop of Québec maple syrup sold in bulk — any container over 5 litres — must flow through the QMSP (PPAQ) Sales Agency. There is no side market. This single channel is what makes Québec bulk maple syrup uniquely consistent in price, quality, and traceability.
What 'Authorized Buyer' actually means
- Only the PPAQ itself and its Authorized Buyers may legally receive and store bulk syrup from producers. Authorization is not a formality. An authorized buyer must maintain a place of business and inspection-ready warehouse in Québec, carry insurance covering its anticipated annual volume, and — for buyers on credit terms — post a security bond in the PPAQ's name covering at least 15% of that volume.
- Authorized buyers are the industry's gateway: as the PPAQ itself puts it, they are 'your point of reference for maple product export needs.' All bulk syrup leaving Québec in large containers passes through an authorized buyer.

Independent inspection, barrel by barrel
- Québec is the only jurisdiction in the world where maple syrup is independently evaluated for quality. Every barrel of bulk syrup is inspected and graded by Centre ACER's Inspection Division — an independent body, not the producer and not the buyer. In 2025 alone, 380,659 barrels were graded.
- Taste: every barrel is tasted for flavour defects by trained evaluators.
- Density: minimum 66% sugar content (°Brix), verified by refractometer.
- Authenticity: spectral analysis (SpectrAcer) detects any adulteration — adulterated syrup is destroyed, not discounted.
- Purity: visual clarity inspection plus lead screening under limits twice as strict as the rest of Canada.
- Every barrel is then labelled with its results — the grading certificate follows the syrup.
The Global Strategic Reserve
- Québec operates the world's only strategic reserve of maple syrup: three warehouses in Laurierville, Plessisville, and Saint-Antoine-de-Tilly with a combined capacity of 133 million pounds — roughly 218,000 barrels. In strong years the surplus is pasteurized and stored; in weak years the reserve supplies the market.
- The stated purpose is exactly what an industrial buyer wants to hear: constant supply to domestic and international markets regardless of the harvest, and price stabilization. In the PPAQ's own words, the industry is 'virtually never out of stock.'
What this means for your procurement
- Price stability you can budget on: bulk prices are negotiated by convention between producers and buyers, not set by spot markets. The weighted producer price held between $2.92 and $2.96/lb from 2016 through 2021, then rose gradually to $3.37/lb in 2025 — no other sweetener behaves this way.
- Quality is contractual, not promised: the grade on your certificate was assigned by an independent inspector whose findings bind both sides of the transaction.
- Traceability is standard: every barrel carries its lot identity from producer to your receiving dock.
- Supply continuity is institutional: the strategic reserve, not any single supplier's inventory, backstops the market.
